Cannot delete file in Temporary Internet Files

Some web sites save some 1kb files in my Temp\Temporary
Internet Files\content.IE5\
These files start with site= and have a very long file
name. The file name includes information I entered at the
web site specified after site=, for example: city, state,
age group, etc
I tried to delete, rename and move this file via windows
explorer and directly on a command prompt, but to no avail.
If I try to delete it via Windows Explorer nothing happens.
If I try to move the file via Windows Explorer, nothing
happens, and if I right-click rename, nothing happens
either (error sound is played).
If I try to delete, rename and change these files via the
command line, I get a message "Could Not Find <file name
being deleted, renamed or moved>"
This is obviously tracking info saved by some specific web
sites. I tried spy software Spybot but it did not remove
it. It seems to me like a flaw in Windows that is being
exploited. What I have installed is Windows 2000
5.00.2195 SP 4.
Is there a patch or a way to get rid of those files?

In some cases you may need to close all instances of Internet Explorer
first.

You could also try deleting the entire folder containing the files using the
left pane in Windows Explorer, if the files are in a subfolder [you might
want to avoid deleting the content.IE5 folder itself].
