Every time I try and delete the same contact windows messenger signs me out..
saying person cannot be deleted at this time? How do I get rid of this
person?!!

You politely ask the other person to delete you from their contact list too.
Simply using the 'delete contact' option marks the contact as blocked. The
contact cannot be deleted without the contact deleting your contact from
his/her contact list.
I have a number of old contacts on my messenger list that i cannot get rid
of, simply because they no longer hold the email address that was originally
used to access messenger and so cannot delete me from their list.
I did see a post some time ago that said, if the account was closed the
contact would automatically be deleted from your list. Well this hasn't
worked for me. I have a contact from 5 years ago that closed his hotmail
account, and his hotmail contact details are still visible in messenger. I
can't get rid of it!

Greetings,

Is this a Hotmail account that you're logging into Messenger with? If so, you can go into
Hotmail and then to the Contacts tab and delete the contact there.

Jonathan,

You can do the same thing by right clicking on the contact and selecting
delete. The menu that appears gives you the option of blocking the contact
and deleting him/her from hotmail contact list. But this doesn't delete the
contact. He/she is still available in the list of contacts that have your
email details. Simply by looking in tools>options>privacy>view your contatc
will still be visible.

Hi John,

Yes that's by design in Windows Messenger. But if you go into your Hotmail contacts on the
Hotmail site and remove the contact there, it will be removed from Messenger, and since the
OP gets logged off when they try the Delete option within Messenger, this is an acceptable
workaround.

However, the behavior you're describing has changed in Windows Live Messenger if you've not
tried it. When you right-click and choose Delete you are given the option to delete it from
your Hotmail contacts. If you chose not to, it still remains on your contact list as a
Hotmail contact and then can be right-clicked again, choose Delete and it will be gone.

Hi Jonathan,

i'm using Window Live Messenger and i've used the 'Also delete from my
hotmail contacts' but when i reboot and open live messenger, click the
tools>options>privacy then click View i am still able to see that contact
and unblock and interact with the contact.

I also have a contact that is visible in the View window who closed his
hotmail account years ago and i can't get rid of his entry either.
