Cannot delete a folder

I have a folder on the hard drive that I cannot delete. The folder is about
7-10 folders deep in the tree and I know that a part of this tree got hosed
one time and Chkdsk renamed a lot of the lost files and folders.

I can navigate all the way down this structure until I hit what I believe is
the last folder and I get an error telling me "The folder name is invalid -
Access denied." The folder name looks OK (ddraw.hi) however it does have a
strange mini icon on top of the folder. The in the lower corner of the
folder icon ther is another smaller icon that is a black square with a white
circle in the middle with a partial line in the middle of that. It almost
resembles a clock.

I have tried to reset the security and also take ownership of the folder and
I have still not been able to access it to delete it or change the security.
