cannot defeat the "READ-ONLY" attrib on a folder

Hello.

I'm trying to delete an empty folder, had to remove a "read-only"
designation (don't even have a clue how it got set in the 1st place - I
didn't do it!) ... but every time I reset it, the same error. I check back
and the folder has been set back to read-only.

Can any offer any help with this?

A folder cannot be "set back" to Read-only, it always has been.
Check ANY folder in XP and you will find they are all Read-only.
Why can't you delete the folder in the first place and why do you think you
have to change its attributes to delete it?
 
XP would not let me delete because it was so-called "in use by another
application", (which it wasn't - to my knowledge...)
