Cannot decrpyt my files (they remain in green)

During a recent backup (XP Pro on a Netvista 8305), I noticed several
filenames appearing in green. At some point in the all-night backup, the HD
just quit. A local technician said the drive was bad and I needed a new HD
and a Win reinstall - about $200.
I swapped the drive out to a slave and installed a new, bigger HD (for
convenience, not necessity) and did a Win reinstall myself.
I cannot access a vital file called bookmarks.html (from Firefox). No matter
what I do it is still green. I even tried to backup to a FAT32 WD My Book ext
USB HD - but it refuses to back up any encrypted files (I had read that
copying them to a FAT32 drive would remove encryption).
I've read and downloaded all the Windows tech files on file ownership I can
find, but still no luck. I've tried finding the security certificate, but
there seems to be none.
I did notice under file ownership a long, cryptic number that seemed to be
an unknown user with ownership to my files. I did everything I could think of
to change ownership to Admin (I am admin on a single home computer system
that is linked by wireless to another desktop and to a laptop (using IOGear
USB adapters).
I cannot fathom how to create a new security certificate - nor do I even
know if that would help. I've been wrestling this for a week now with no
progress.
I've never knowingly or deliberately encrypted anything and these are just
basic files - 2 very critical HTML files because they contain all my
bookmarks to my online store, websites, etc.
Can anyone help?

Files in green are, I believe, encrypted files.
You don't want to go back to whoever told you the drive was bad.
 
Yeah, I figured that out ... but now I'm trying to salvage at least a few of
those files. I tried t"taking back ownership" (several times) but still
nothing works. What I need is some help from someone who knows how to do this.
