Cannot Create Users

Whenever i try to create a new User & click 'Finish' i get
a message saying that

'Windows cannot set password: The password does not meet
the password policy requirements'

I had set all Group & Local policies to 'Undefined' but
the problem persists. The two issues that might have
triggered it is the new security update or my new
antivirus software (Escan Corporate)

I am unable to create users from my child domail also.
Please help!!

You have to change Default Domain security policy. They are located in
Computer Configuration/Windows Settings/Security Settings/Account
Policies/Password Policies. You must set it to disabled.

I have already set all policies to 'Not Defined'
including the one you have suggested, but still i cannot
create the users. I had disable the Group Policy Object.
(temporarily)

I have tried creating a new OU and create users under it
also, but it didnt solve the problem.
 
If you once set security policy and then change it to Not defined, it will
not revert back. Set it to disabled and refresh your policy with secedit
/refreshpolicy computer_policy or wait few minutes for policy to refresh.
Policies are not instantly refreshed. They need some time to be refreshed.

As a side note- technically, password policies do not have to be set
in the Default Domain policy. They just have to be set at the domain
*level*. With that said, in all likelihood, it's the Default Domain
policy that was changed in this scenario, as most people make that
change in that policy out of habit or misconception. Additionally,
the initial password settings are indeed configured in the Default
Domain policy.
