cannot create package using MMC on XP workstation

I am trying to create a group policy for an OU and when I try to edit the
policy to add a software package, I'm not seeing anything under Computer
Configuration > Software Settings or User Configuration > Software Settings.
No option to create a new package.

Using XP Pro over a VPN connection to a W2K domain controller. Am I missing
something?

Joe,

Are you accessing the local policy on the XP machine? If so you will not see
the Software Settings for the user or computer. You need to access the
domain policies and not the local policies.
 
I'm pretty sure I'm looking at the domain policy, considering that the title
bar says [ConsoleRoot\mydomaincontroller.mycompany.com Policy\Computer
Configuration\Software Settings]

I can go to
Computer Configuration > Windows Settings > Scripts (Startup/Shutdown)
Computer Configuration > Windows Settings > Security Settings

and a whole host of Adminstrative Templates, etc... no problem.

But under Computer Configuration > Software Settings I got nuthin'.

Did you right click the blank space in the right hand pane? You have to
right click and go to New Package or go to properties, the fact that it is
blank threw me off the first time I saw this as well.

Yeah, thought I exhausted all options but I'll double check that approach.
