Cannot create folders in windows xp

Within the last week, I am not able to create new folders on my computer.
Normally when you right click you can see view then select new to create a
new folder, I do not see that any more. When I open my c drive and see "file
and folder tasks" and click on "make a new folder", I hear a beep and nothing
happens.

I thought I might have a virus or spyware, etc. I have scanned for all of
that and nothing. I have rebooted in safe mode and tried creating a new
folder, the same problem. I have plenty of free diskspace.

My operating system is widows xp home edition with service pack 2.

Does anyone know what the problem might be and how to solve it?

Do I have to uninstall windows xp and reinstall it?

worked and saved me all kinds of headaches. Thank you agian.

Thank you for your quick reply. I used Alan's suggestion which is also your
suggestion. I know I can always count on the support groups for solving
problems or at least directing me in the right direction. Thank you again
for correcting a very annoying issue.
