Cannot create DUN connection after reload of Win2K

Originally had Win95 upgraded to Win2K Pro. Everything
worked fine until a crash about a week and a half ago.
When I reloaded OS I just installed Win2K Pro. Now I
cannot create a DUN connection. Everytime I try I get
Error 621: The System could not open the Phonebook file.
I read the KB Article 312969 on this error, and tried to
follow the instructions. I loaded Win2K SP4 but do not
understand how to 'Apply the following fix and re-install
the profile'. I do have a network card installed (I
usually connect to 2 other computers at home through a
hub) but I don't have the cable connected right now.
Could this be affecting my DUN capabilities? Can anyone
explain why I didn't have to screw with a 'phonebook'
when I upgraded from Win95? and how do I fix my problem
because I don't understand the resolution as explained in
KB Article 312969? Thanks to anyone who can help.

Hi,

The KB article you mention refers to Connection Manager connections. From
your description below, I don't think is what you're using. There's
something the article suggests (see the Cause section) that may apply to
your case, however. Try setting the permissions for all the files in the
following location, so that the Everyone group has read AND write access.

"Documents and Settings\All Users\Application
Data\Microsoft\Network\Connections\Pbk\*.pbk"

The Application Data directory is normally marked hidden, so enable "see
hidden files and folders" in Folder options.

Given the missing directories on your machine, I can't help thinking that
Dial-Up Networking didn't get installed quite correctly. Could you do a
Repair using your Win2K CD?

Btw (as you may have guessed) a packaged Connection Manager connection is
usually called a "profile".

I'm at work now, and the problem is with my computer at
home. I'll try a 'repair' when I get home and let you
