CANNOT CREATE DIAL UP INTERNET CONNECTION ACCOUNT

I've recently upgraded from W2K to WXP professional. However, I cannot
create a dial up internet connection account as Remote Access Connection
Manager cannot start on local computer giving error 1079: The account
specified for the service is different from the account specified for other
services running in the same process. Q329411(To do with system restore)
does not solve the problem.

Have done all that is spelt out in Ms KB Article 822122. Unfortunately my
problem remains unresolved. At the same time I have the problem outlined
below most times when I restart Windows XP. a) Could this have rendered
"822122" ineffective? b)Should I restore my original registry (I took a
back up) before I try anything else?

The additional problem I've referred to above is when I restart,
1. The system 'hangs' at log on screen. I then do a forced shut down,
restart and F8, chose windows running normally.
2. The following message appears: -

Checking file system on C: The type of the file system is FAT32. One of your
disks needs to be checked for consistency. You may cancel the disk check,
but it is strongly recommended that you continue. Windows will now check the
disk. Volume serial number is 2C69-8FA. Windows is verifying files and
folders \WINNT\Tasks\SA.DAT first allocation unit is not valid. The entry
will be truncated. The size of the \WINNT\system32\config\software.log entry
is not valid.

3. I allow it to complete and then it loads normally.

Please help.
