Hi Mark;
Usually when I find a file is in use by some other
process, it turns out to be that something did not shut
down and close the file properly first. A reboot can fix
this (painful on a server, I know). The first thing I
would try is to stop the FTP service then see if you can
manipulate the files.
If all that does not work, maybe this will help:

us;303079}. Although the error message is different, I
cannot help but wonder if someone uploaded files with
goofed up names (see the "Invalid File Names" section of
that page). Perhaps this is a "mess with the admin" class
of DoS attack.
