Cannot connect via VPN to Win2000 server

I have a WIN2000 server (NT4 environment) that I have set up as a Web server and a RAS server. When I try logging into the server for VPN connection from a Windows XP HE computer, I can't get past the "verifying username and password". It comes back with "Error 721: the remote computer did not respond". I can connect if I do it internally within the network via 192.168.X.X but when I try to connect via my static IP I get this error. I know that it works internally but what am I missing coming in through the static IP? I want to connect to my server from work but cannot as long as the static IP will not work. I appreciate any help anyone can give me.
 
Is the XP client behind a firewall? Is there a firewall anywhere between the
client and VPN server? You need to make sure that all firewalls and routers
between them are allowing IP Protocol 47 (GRE).

I have a DLink DI-740 and with the firmware version and build I have it says that it passes PPTP traffic. I also have a firewall on the client and it too has pass PPTP traffic enabled on all adapters. I even tried stopping the firewall on the client but it did not make any difference. I know that I can connect through the router because I can type in the private IP of the server and connect immediately. The client and server are behind the same router. Any other thoughts

Check to make sure ports 500 & 1723 forward to your RAS server. Also, some
Cisco routers (675) will cause this problem if they have packet filtering
enabled. You may also check with your ISP to make sure they allow PROTOCOL
(not port) 47. Most of the time this will not be the issue, but might be
worth checking if everything else fails.

I opened port 500 to the server and I called my ISP and they do not filter out protocol 47 (GRE). Still, I am not getting past the verifying username and password. I am really stumped here. I disabled the firewall on the client and still no luck. Any other suggestions? I would welcome any and all suggestions to get past this !
