Cannot connect to Internet

I am unable to connect to the Internet at all. I am also unable to receive
emails using Outlook Express. Instant Messenger is still working. I don't
know what to do since I am unable to connect to the internet.
 
What error messages are you receiving? Exactly what is happening?

Which OS are you using?

Also, you have not supplied any error numbers. Best if you copy and
paste the full errors into your post.

Does the OE error

'Your POP# server has not responded in 60 secs, would
you like to wait another 60 secs?'

have something similar to the following printed beneath the error:
(.virgin.net is merely an example)

Account: mail.virgin.net
Server: mail.virgin.net

Using Win XP.
IE error message: Some sites require 128-bit connection security. Click
the Help menu and then click About Internet Explorer to determine what
strength security you have installed.
If you are trying to reach a secure site, make sure your Security settings
can support it. Click the Tools menu, and then click Internet Options. On the
Advanced tab, scroll to the Security section and check settings for SSL 2.0,
SSL 3.0, TLS 1.0, PCT 1.0.

The message seems to be different each time

Server: mail.wilkes.net
Error message:
a time out occured while communicating with the server. Account:
'wilkes.net', server'mail.wilkes. net' protocol:POP3, port: 110, secure
(SSL):No,Error Number 0x800CCC19

Check your security settings to establish whether they are set to
severe, but if you change any of them, in an endeavour to solve your
Internet fault, make a note of their positions so that you can undo the
changes later if necessary.

Right click Internet Explorer on desktop > c. Properties > c. Security >
c. Default Level and view your respective settings.

Mine are set as follows:

Internet - Medium
Local Intranet - Medium to Low
Trusted Sites - Low
Restricted Sites - High

Turn off email scanning in your anti-virus.
