cannot connect to internet

My father just called me and said that any user on his
windows 2000 professional machine that is not an admin
cannot access the internet through the browser. he can go
in with a power user and can recieve email from internet-
based email and can ping yahoo and msn, but when he opens
the browser, he gets the page cannot be displayed message.

he doesn't have webhancer on his machine and when he gave
the power user admin rights, they were then able to
connect to the internet. obvisouly he cannot leave the
power user with admin rights, but i can't think of or find
a solution to this problem.

I would be willing to bet that this is a workstation on a network with a
proxy server on it. That would be the only explanation for an admin user to
be able to get out on the Inet and not a power user -- permissions are set
up incorrectly at the proxy server itself.
