Cannot Connect To Any P2P Programs

My computer is online and working perfectly, but I cannot connect to any of
my p2p servers. I do not have a firewall up.
 
Yes, I always used to be able to. I just reformatted my computer to try to
fix another problem (it was working before that) and I can't remember if it
worked directly after I reformatted, but it may be that the problem did
appear when I reformatted my computer.
