Cannot close internet explorer?

I have recently upgraded my sftware to internet explorer 6
and office 2000 with my windows 98 program on my HP
Pavilion. I cannot close any web sites or the internet
explorer itself when I try to close the internet. I must
shut down my computer to close the internet. Outlook
Express will close. I have reinstalled the program
(internet explore 6), but the problem remains.I have tried
to install internt explorer 5.5, but cannot accomplish
this either. I have tried all the ways I know to close
the program without shuting down the computer. Does
anyone know how to correct this problem? Thanks Dan
