cannot change user PW

Help I broke it.
I have been trying to tighten up the security on my Adv.
Server 2000 PDC and now my users cannot change their
passwords when they expire. It tells them that "access has
been denied" I looked on the knowledge base and it
discribes a check box in NT 4 that requires that the user
be logged in to change the password and it mentions
something about anonymous login restrictions having an
affect on this. I can't find the check box in 2000 and I
have modified the permissions for an anonymous user but
nothing works. Can anyone give me another suggestion.
 
if you go to a users properties in users and computers, is
the "user cannot change password" box checked?
 
I have it fixed now. I had to make the changes to the
security setting for the domain controller and then reboot
to put them into action. I had changed the settings for
the anonymous user restrictions to the most restrictive.
This kept the user form using a temporary anonymous
connection to make the PW change after they had tried
their expired PW. It had affected all users in the domain.
