Cannot Change Tab index

I have access 97. I have 2 forms that when ever I try to change the tab index
it changes to some random number. Example: I have 8 fields on this form. I
change the first field to "0", Then the next field to "1", then the next
field to "2", but when i click for the next field it changes the "2" to
another number "7". I go back and change it again and it will change it to
another number "3". as you can imagine, this resets all the tab indexes. Has
anyone ran across this before?

Yep. Don't try to set the tab index property in each control's property
sheet, you'll go crazy. Use the Tab Order window (View menu-->Tab Order, or
right-click the form and choose it from the pop-up menu)
