Cannot change Security setting in IE

Hi All,
Suddenly I am not able to change the secutiy setting in IE 6. my security is
set to medium and I am trying to change to medium-low. It does not give me
any error but after I change, the apply button is still disable and If I say
OK and go back and check it's still at medium.
Can someone please help ?
