Cannot change program settings, Please read!

Hello,

I'm having a very frustrating time trying to change the settings on
Win 2000. I'm trying to change a few settings in IE 6 and Outlook
Express. None of my changes will ever take hold. I know why, and the
reason is, is that my folders are all checked Read-Only. Or at least
I assume this is why. Now, my problem is, I click on my C Drive or
Program Files folder, Read-Only is checked, so I uncheck it, click
Apply and it says ok and goes through and applies it all the folders.
Then I click OK. If I right click on the folder again after this,
Read-Only is checked again and I can't seem to get it to let me make
any changes to anything.

What am I doing wrong?

Are you logged in as Administrator? Is the file system NTFS? There may not be write permissions granted to the drive. See if this
is relevant. It is from the help files (c) Microsoft. Start at the drive and take note of the part where you have ownership of the
files. Sometimes I have noticed that taking ownership of a drive may not give you full control anyway. There are hyprlinks in this
text that will be lost in plain text. To get the interactive version, click Start | Help | Index | in the keyword box type Write
permission, folder permissions .
To set, view, change, or remove file and folder permissions

1.. Open Windows Explorer, and then locate the file or folder for which you want to set permissions.
2.. Right-click the file or folder, click Properties, and then click the Security tab.
3.. Do one of the following:
a.. To set up permissions for a new group or user, click Add. Type the name of the group or user you want to set permissions for
using the format domainname\name, and then click OK to close the dialog box.
b.. To change or remove permissions from an existing group or user, click the name of the group or user.
4.. In Permissions, click Allow or Deny for each permission you want to allow or deny, if necessary. Or, to remove the group or
user from the permissions list, click Remove.
Notes

a.. To open Windows Explorer, click Start, point to Programs, point to Accessories, and then click Windows Explorer.
b.. You can set file and folder permissions only on drives formatted to use NTFS.
c.. To change permissions, you must be the owner or have been granted permission to do so by the owner.
d.. Groups or users granted Full Control for a folder can delete files and subfolders within that folder regardless of the
permissions protecting the files and subfolders.
e.. If the check boxes under Permissions are shaded, or if the Remove button is unavailable, then the file or folder has inherited

I don't understand why I can't change anything. I am logged in as
Administrator, as I always am. I open the drives in Windows Explorer,
(there actually is no Security tab as the help files say). The
Permissions option is under Sharing.

Anyway, I am logged in as Admin and when I open the Permissions, all
the options are checked Full Control, Change and Read. All of them
are checked for Admin and for "Everyone" (though I'm the only one who
ever uses this computer.

The only thing I can say is different from what you asked is that my
file system is FAT32 and not NTFS. I don't think I can change that
without having to completely wipe everything off my drive, which I'd
rather not do.
 
My reply was NTFS specific. If you are experiencing these problems with FAT 32, something else is going on. You can convert a
drive to NTFS without any data loss. In the command prompt window, type convert drive_letter: /fs:ntfs . But you might be having a
hardware problem here.
