Cannot change password at logon

When users are set to change their passwords as logon, a
message pops up saying - "YOU DO NOT HAVE PERMISSION TO
CHANGE YOUR PASSWORD" There is a knowledge base article
on adding the Everyone Group to be able to change
passwords, but I am still having the same problem. Has
anyone else had this problem?
 
We had this problem and found that it was the policy we had on user
passwords. We require complex passwords, and when a user tried to set a
password that did not meet the criteria, they would receive this message.
