Cannot change "Make Folder Private" box to share folder

Windows XP SP2. I want to share a user folder. When I right click on the
folder/Properties, the box "Make this folder private" on the tab "Sharing" is
checked. I canot uncheck the box to share the folder. The checkmark is grayed
out. How do I change?

Items to check:
1. Logged on as Administrator, not User
2. / Admin Tools / Services (to ensure any service
needed for this function is currently running.)
