Cannot change drive names

I cannot change the name of either of my CD drives in My Computer. All
other hard drives and removable drives (CF card reader, SD card
reader) *can* have their names changed, so why not these please?

One is my DVD RW, currently called 'CF Card (H:)', which I need to
change not only to get the name right but to correct the letter, which
should be V:

Removable Drives, cameras, flash disks, etc. are not permanently
"installed", therefore the drive name is dynamic: whenever you put it in,
Windows automatically assigns the first free drive letter.

Thanks. That does seem to partially explain it. But both my CF and SD
Card Readers show these in My Computer, even when empty:
Removable Disk (K:)
Removable Disk (L:)

and both *can* be renamed. Just as my HDs can. My Sony digicam however
doesn't appear in My Computer until I connect it. And with no disc in
the DVDRW drive H:, My Computer shows 'CF Card (H:)'. That's why I'd
like to be able to change it to 'DVDRW (H:)', because, as mentioned
above, my CF Card is L: !

That's true as far as it goes, but you _can_ assign a letter to a
removable drive and Windows _does_ remember it, even after a reboot.
 
To change the drive letter:

Control Panel -> Admin Tools -> Computer Mgmt

Under 'Storage' -> 'Disk Mgmt' -> right-click cd drive & use 'Change drive letters & paths'

To change the label:

Start -> Run -> regedit

Navigate to:

"HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\DriveIcons\<drive letter>\DefaultLabel

edit the (default) entry to whatever you like or delete for windows defaults.
