Cannot change desktop background- please help!

I cannot change the desktop background on my computer. It always remains
white. Also when I click on the desktop tab in properties, it only gives me
the option to change the background colour. I cannot change it to a picture.
I cannot click anything on the background list nor can I click on Browse. If
anyone knows how to fix this, please post your solution!
