Cannot Browse Workgroup Computers in Domain

I cannot browse the computers in the domain thru network
neighbourhood/my network places.
I keep getting msg - "the list of servers for this
workgroup is not currently available"
Win2K Server running dns, dhcp, 2 NIC's. And a smoothwall
firewall.
I can see the PC's thru active directory.
I have read on the net that such a thing is caused by
incorrect/corrupt WINS configuration, so I removed all
WINS references - server and client.
Then i read that you indeed do need WINS running to browse
the network.
Can some one clarify whether or not you need WINS running?
(and any suggestions on config?)

If you have W9x, ME or NT4-clients you need WINS installed on the server
(plus options 044 and 046 (0x8) in DHCP-server, Scope options).
Have you checked the bindingorder of the nics and made sure the internal nic
is on top?
Internal nic should have a blank gateway. Internal and external nic should
point to the server-IP for DNS. External nic should be in a different
IP-range from the internal nic.
Only TCP/IP should be bound to the external nic.
ISP-DNS-numbers should be set in tab Forwarders of DNS-server.

I've been getting the same message: "the list of servers for this workgroup
is not currently available", only we don't use DHCP or domains.
This is a very simple peer to peer network with a new installation of a w2k
box. We got around the problem by installing netbeui, but the search times
in 'my network places' are intolerable. Meanwhile, name resolution from a
command line is never a problem.

Check if Netbios over TCP/IP is enabled on the nicproperties, TCP/IP,
Advanced, tab WINS.
 
It was.
I disabled it, and now everything is working again. Isn't this backwards?
