Cannot browse W98 client from WinXP in AD Network

Envionment:
Server: W2K w/AD. No DHCP at this time.
Client 1: Win98 logging into above domain with static IP
Client 2: WinXP logging into above domain with static IP.

Problem: If I want to browse the Win98 machine from XP using
\\198.198.198.95 from the run box the network cannot be found.
The drive on the Win98 box is shared.
I can ping the Win98 box fine.

There are additional boxes on the network which are 98 and 95 and I can
browse those boxes. Just not the 98 box above.

The only thing different on that box is it's connecting to the internet
through a DSL modem. Still, this should not have any affect.

What could be wrong here?

Is this particular Win98 system behind a firewall that
would keep the Netbios packets from passing through? You
say that the only difference is that it connects via DSL,
sounds like it's on a different network than the XP
machine. If it's not, I don't see what the DSL connection
has to do with it.
