Cannot boot

I have Vista on a HP laptop,64X2 processor,1.8GHZ.
My daughter-in-law loaded a new Anti-Virus program onto it and now, it will
not boot. Hard Drive does not appear to run.
I attempted to boot from the Restore DVD I made,with no success. The DVD
drive sounds as though it attempts to run in short bursts,continuously with
no booting success.
Looking for expert help..

The antivirus program your daughter installed (software) has nothing to do
with your problem (hardware). From your description of the issue, your
laptop has suffered a major hardware failure. Since it is a laptop (and I
don't think the problem is the hard drive or the RAM), you can't fix this
yourself. Contact HP tech support for repair/replacement.
