Cannot add printers (permissions?)

I have a new Install of XP pro
If i try to install a printer a a user with admin priv I can not get
the wizard.
IF i try to install as Admin.. I can use the wizard only if I restart
the spooler first.
I can then relogin s the user and open the printer and faxs windows. I
will see nothing unless I start the spooler (it will say it isnt
started). If i open the properties of the spooler I notice it is
constatly starting and stopping.

Update I reinstalled Spoolsv.exe from my i386 dir no difference.
