Prompted with "Location Information" dialog box to enter country, area code,
etc. Then prompted with "Phone and Modem Options? dialog box to establish
new location. When this is completed, this info actually is not created;
prompting same request(s) each time a phone number is added to a contact
entry.

If I cancel from the initial "Location Information" request, system enters
endless loop of trying to cancel. Only reciurse is to use Task manager to
cancel Outlook.

Set the default dialing location correctly for your operating system.

That is the root of the problem. The "Location Info" box presented from
Outlook (when adding/changing a phone number) is the same as the one
presented from the Vista Control Panel when selecting the Phone and Modem
Options icon. After selecting US and entering the area code in the LOcation
Information dialog box, you are taken to the Phone and Modem Options dialog
box where you create a new location (Home, defauly, etc), enter the area code
and enter the dialing rules. After slecting Apply and exiting back out, the
information is not saved. If you go back in, there are no locations in the
list (even though one was just created and saved). Same endless loop of
futility. Thinking of blowing away and re-installing the modem?

At any rate, the really sad thing is that I don't even want to use the
daling / calling features of Outlook. I just want to use my contacts to
store contact information. Can't do that.

That's definitely where the problem lies. Unfortunately, it is not an
Outlook problem. This is a problem at the OS level that I've not seen
reported before and have not encountered. I doubt the modem is in play since
these are settings everyone must make whether they have a modem or not. I
would look at any software you are running that might interfere with or
corrupt your TAPI settings and seek help in a Vista group.

Just go to Control Panel - Phone and Modem and enter just your area code. This will allow you to enter new phone numbers with out the annoying Information Request Box popping up with no recourse but to close Outlook.
