Cannot add items to startup folder

I've never seen this. When trying to drag and drop shortcuts into user's
start folder, the shortcut stays for about 3-4 seconds and then automatically
disappears.

Program like ActiveSync are not running properly because Windows has removed
their shortcuts from the startup folder.

Has anybody had any experience with this or something like this?
 
Do you have anti-spyware software installed? Like Webroot?

If so, disable it and see if that helps.
 
That was it. Someone had checked the monitor startup option, but didn't allow
the application to request permission before blocking it. Thanks.
