Simply close Outlook (File->Exit) and then shutdown Windows (Start->Shutdown->Select Restart from the dropdown->Okay)

After furious head scratching, topazt asked:
| Not sure. I went to the outlook help menu and activated the Detect
| and Repair function, which required that I close out of outlook, and
| reboot Microsoft Office 2003. One occasion (I have tried this option
| 3 times) it asked me to insert the program disk. If this is not what
| you mean, would you mind giving me step by step instructions. Thank
