Cannot Access Verisign Message

Since loading Windows 2000 SP4 the following message appears in a
'Dial-Up Networking' dialog box when booting:

"Windows cannot access crl.verisign.com. Would you like to connect to a
network?"

Does anyone know what's generating this and how to disable it? Why is
Windows attempting to automatically connect to this site?

Sounds like you have security certificates from Verisign. Do you have
e-mail certificates for digital signing and/or encryption (and are you
starting your e-mail client)? Did you get certificates for SSL and you
have your web server loading? Are you maybe running a Certificates
server? You only mention "Windows 2000 SP4". So is that the
workstation "Pro" version or one of the server versions?

CRL = Certificate Revocation List. To check if a certificate is still
good, the CRL (bad list) has to get downloaded and checked to see that
the security certificate is not in the bad list.
