Cannot access users, performance or other tools ....

I am having a problem with my xp home ps2. I suddenly am unable to access the
"users" option and the "performance and maintenance". I am getting a message
saying that I either don't have permissions, or that the MMC has not been
created, installed or has changed. It is a home computer with only me using
it, so why would it tell me I don't have permissions? Is there anyway to
restore these functions? I need to do some maintenance on my machine and
can't get to the tools.

regsvr32 msxml3.dll
regsvr32 /i shell32.dll
Reboot your machine, does it help?.

You may have a corrupted profile, try to create a new profile and test, if
it was the case then you can copy the data from the Old profile to the new,
please read the following KB and pay attention to details:
