cannot access toolbox in Access

I am working in an Access 2000 database that was set up by someone else.
When working with a reports in theis program, the toolbox is missing. I
tried going to the Tools menu and customize to get it back, but "Customize"
is greyed out and inaccessible. How can I get it back?
 
Are you saying to go to View and then Toolbox will be in the pull down menu?
If sok I don't see it. I am new to Access, but from what I have read in
trying to fix this problem, I need to get the Customize button in the Tools
menu to work to be able to get to the toolbox. Any idea how to do that?

No, I am working in a .mdb. I'm not even sure what .mde means, but the
properties identify this as .mdb.

Is the database small enough that you could email it to me? I'll take a look
at this problem...I've not run across it before.

You can get my email address by removing the words this is not real from the
"reply to" email address.

Hi Ken,
the database is about 28 MB.
I'm not sure what you mean about the email address. I don't see any reply
email address. There is just a button that says "reply" and says it will post
in the Discussion group.
 
28MB is too large to email directly. What size is it if you zip it up
(should be more manageable size then)? It needs to be less than 5 MB to
email to me.

apply the demunging instructions that I provided to you previously in order
to decode.

I zipped it and it is 2.8MB, so I emailed it to you a few minutes ago. Hope
you have better luck than I did.
 
Aha! The problem is that the file has "Startup" options specified that turn
off this feature when you open the database normally (double-click on file
icon, or highlight icon and press Enter).

Open the database while holding down the "Shift" key. That bypasses these
special settings and the startup code. You now can open a report in design
view and access the toolbox.

Alternatively, if you want access to the toolbox when you open the database
normally, while you have the database open after holding down the Shift key,
go to Tools | Startup. There, select the box named "Allow Built-in
Toolbars". That turns on the toolbox and other features that are in the
"toolbars".
