Cannot Access Task Manager

I have a windows 2000 installation that will not let me access the Task
Manager. The window pops up for your selection and as soon as you select
Task Manager it goes away and nothing appears. I CAN, however access it from
Windows in Safe Mode.

Any thoughts?

Check you system for spyware and viruses.
