Cannot access secure sites

I am running Windows 98 SE. I have been using it without problems for secure
sites for a couple of years. Right now I am in the process of retiring the
machine in favor of a new one. I am using IE 6.0.2800 etc.

The new machine came with XP Pro SP2 and a trial version of Norton Internet
Security, with a fairly short expiration period. That expired, leaving my
system unable to use secure sites. I have heard from others who trace the
problem to Norton programs. That annoyed me enough that if that is true I
will not use Norton software any more.

Meanwhile, I have been working towards freeing myself of Norton on the older
machine - this one - as well. In that process I find myself unable to
connect to secure websites as. I unisntalled the Personal Firewall. That did
not help. I installed it back. That did not help. On this older machine I
have uninstalled Norton System Tools completely, including Personal Firewall
and Antivirus software but that has not fixed the problem. With no firewall
and no antivirus software running my system still cannot connect to secure
sites. I get an error message of the type:

Please try the following:

Open the ....... home page, and then look for links to the information you
want.
Click the Refresh button, or try again later.

What can I do about this?

I am quite willing to reinstall XP on the new machine but the older machine
has all sorts of stuff I want to port over to the new one when I am
satisfied that the new one is behaving itself, so I am quite reluctant to
resort to anything as global as reinstallation. Besides, that sounds like a
stupid solution.

Meanwhile, this cannot be hard to fix. Whatever is happening is presumably
inside IE. There is nothing else which seems to be controlling security.

Incidentally, I cannot log into my ISP's secure webmail site. However,
Eudora appears to have no problem logging onto the mailserver and getting
mail off it.

Hi Shankar - Well, start here:

Go to Start|Run and type Cmd then OK. In the Cmd window that opens, type

Regsvr32 SOFTPUB.DLL
Regsvr32 Wintrust.dll
Regsvr32 Initpki.dll
Regsvr32 Dssenh.dll
Regsvr32 Rsaenh.dll
Regsvr32 Gpkcsp.dll
Regsvr32 Sccbase.dll
Regsvr32 Slbcsp.dll
Regsvr32 Mssip32.dll
Regsvr32 Cryptdlg.dll

or these re-registrations are also available as a .bat file here:

Then reboot.

My thanks to those who have responded to my question. I do note that I am
not alone in this problem.

My system complains that LoadLibrary of Dssenh.dll failed, with GetLastError
returning 0x00000485.

I am running 98 SE. Is that supposed to have a Dssenh.dll? From poking
around on microsoft.com I notice that 2000, for instance, does not have one
or other of these dlls. Finding out about 98 is harder. I imagine it has
been a while since 98 Se issues would show up early in a search.

My computer does not have a Dssenh.dll in C:\Windows\System or in
C:\Windows\System32 and a search of my C drive does not produce a listing
either.
 
Hi Shankar - Did you re-register the other .dll's? Did you look at and/or
try the suggestions at the two URL's I posted for you? Do you still have
the same problem?

I tried to register them all. In addition to Dssenh.dll, the following also
failed:
Gpkcsp.dll, Sccbase.dll and Slbcsp.dll. Some stuff I found on the net
suggests
that those did not apply to W 98.

The situation is still the same.

I have not tried to follow the additional information from the other links
yet,
though I have read the pages themselves. Maybe tomorrow.

Then I have to go do that on the XP machine as well.

Well, I did the re-registering on the XP machine and it is now behaving
itself. I
seem to be able to use secure sites without problems. That went very
smoothly,
with no issues at all.

I set restore points right and left as I cleaned things up and then
installed more
software, so I should be able to recover from practically anything,
including future
stupidity.

Once I move data over I can be off doing almost useful stuff. So I am now a
whole lot less motivated to deal with the old W 98SE machine.

I had expected to have more trouble getting the XP system going, so I wanted
to
get functionality back on the old one first. I do almost all my financial
stuff on-line
and this was a major hassle.

Thanks a lot, everyone. I learned a few things in the process and that is
always a
good thing.
