Cannot access secure site unless I clear Files

IE 6.0.2800 128bi
First time in can access secure site, log in do stuff then exit
If either try to re-enter site or close IE and reopen site comes up but can not gain access to site. Just sits there

If I Tools, Internet options, Delete Files, then restart IE all is wonderful again

All this worked fine on old W98 pc, but not on XPP

Any help appreciated

The AutoDial Procedure Stops If You Quit Internet Explorer
When Internet Explorer performs an AutoDial procedure, the Internet Explorer
window and the Dial-Up Connection dialog box are displayed. If you configure
the AutoDial feature to automatically connect, the AutoDial procedure
starts. When this occurs, you can quit Internet Explorer. If you do this,
the Dial-Up Connection dialog box closes. Because the connection is not
established, the modem dials, negotiates line speed, and then stays
connected until an Internet service provider (ISP) timeout occurs and quits
the connection.
