Cannot access Outlook.pst

Whenever I try to do anything in outlook that would cause
a change in the outlook.pst file (receiving, sending,
deleting, etc.) I get a message: "The file
C:\Windows\Local Settings <rest of the path> \outlook.pst
could not be accessed. Access is denied." The first thing
I checked was the file's attributes and read only was not
checked. Then I ran the inbox repair tool (scanpst.exe)
which found no errors, but I still get the message. Please
help. Thanks.
 
How big is the .PST file?
