cannot access network properties

I need to change the properties of my network protocols.
But when I right click the icon and click on properties to
open it up, I get an error message that says explorer.exe
has generated errors. This happens in other user accounts
as well. The event viewer gives id:1002 the shell stopped
unexpectedly. The next event gives id:4097 explorer.exe
has caused in error and it gives address c0000007. Any
ideas? How am I supposed to edit the network properties
if they never open? I've been searchin online with no
success yet.
 
You might try reinstalling tcp/ip as described in the KB link below and/or try
running sfc /scannow on that computer. Also look in Event Viewer for any pertinent
errors. If none of that works, you may need to try an in place upgrade install. ---
