Cannot access "Internet Options"

I downloaded a free spyware remover, and now I cannot
open my "Internet Options" page under "Tools." And my
homepage has been reset to www.msn.com

When I click on Internet Options I receive a message that
reads: "This operation is cancelled due to restrictions
in effect on this computer. Please contact your
administrator."

I'm not part of a system. This is a home computer.

Chris,

It appears your registry settings may be preventing your from accessing
Internet Explorer's Internet Options. Visit WinGuides--they offer some
information about checking your registry settings:

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".
