Cannot access "Internet Options" on "Tools" menu

I believe that a pop-up-from-hell bandit has installed
their evil plot on my computer! I can no longer
open "Internet Options" from my "Tools" menu. When I try,
I receive the message, "This operation has been cancelled
due to restrictions in effect on this computer. Please
contact your system operator." Well, I have no system
operator. This is a stand alone machine.

Someone, please help!

Did you by chance run SpyBot's Immunize feature?

Remove IE Restrictions & Restore Missing tabs

The problem is due to:

1. A spyware. Download Ad-Aware from www.lavasoftusa.com, scan the system
and eliminate the malware products. Re-apply the above fix if necessary.
** Remember to update the pattern file using WebUpdate in Ad-Aware **

(May be caused by a malware called CoolWebSearch. Also, Download:

2. You have enabled SpyBot immunize (protection) feature or any other
similar software
