Cannot access Group Policy

If I try to access Group Policy settings, I get an error
message saying "The domain controller for Group Policy
operations is not available. You may cancel this
operation for this session or retry using one of the
following domain controller choices: The one with the
operations master token for the PDC emulator, the one used
by the active directory snapins, any available domain
controller." None of the choices are successful. The
Microsoft Knowledge Base lists two possible problems, the
TCP/IP NetBIOS Helper not running, and File and Print
Sharing for Microsoft Networks, both of which are
running. There are no other possible solutions listed.
Everything else in Active Directory is working correctly.
Anyone have any other solutions to this problem? I cannot
access Group Policy on any domain controller, and none of
the workstations apply Group Policy. Thanks

I got the same problem once. There was some GPO i have
applied to my DC. I cant remember what i have done wrong
(think it was some MSI package, causing the problem), but
when i took the policy of, it worked great. Try to remove
GPO's one by one, or at least these you've changed shorlty
before you got into trouble. Let me know if it works.

Thanks for your help. I actually just got it working. I
moved the PDC operations master to a different server. It
then started working. So I assume there is something
wrong with the AD installation on that particular server.
I might try to dcpromo it down and then back up again.
Anyone have any idea what could have caused that.
