Cannot access Folder Options

Hi all ,
I build an run-time image from FP2007
In this image , I cannot see the Menu in Explorer
And I cannot access Folder Options ( In control panel )
I tried to add registry Key as below
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoFolderOptions"=dword:000000
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoFolderOptions"=dword:0000000

But it's not workable too
Can anyone give me some help

Is "Primitive: Browselc" component included in your configuration?
