Cannot access Command Prompt

My computer is infected with the W32.HLLW.Loxar worm. I
quaranteened the file infected, however I am not able to
access the command prompt so I may correct registry
entries. Another complication is that I am unable to
download, the download manager window fails to open when I
try to download updates from the internet. Any
suggestions? Thank you.
