If this is a domain computer, then possibly restrictions are in effect from the
administrators to prevent changing items in Control Panel.
If this is your computer, then first make sure you are logged on as an administrator.
You can use the command prompt " net user username " and substitute your logon name
for username and you should see that the account you are using is in the
"administrators" group if you want full access to Control Panel.
It is also possible that a virus or parasite has caused your computer to malfunction
so be sure to run a full virus scan on it using the latest virus definitions from the
publisher of the antivirus program you use. Then download and run AdAware on your
computer to check for and remove parasites. Be sure to update AdAware before scanning
and you will be given the opportunity when you first start the program. The links
