Cannot access add/remove programs app.

I cannot access the add/remove app. to remove programs
from my computer. It will not open. I don't know if it
is related but my computer always says that my paging
file is too small and is bumping it up. I have gone
through several methods to up my paging file and reset
it, but it always comes back after re-boot. I really
need to remove some programs.
