Can you upgrade Outlook 2002 to 2003

You can install Outlook 2003, yes. there is no upgrade version available
however.

My real question now is can outlook 2003 be bought
separately? If so about how much does it cost and where
can I find it?

Yes, it can be bought separately. Check your local retailers or an on-line
seller. Often, online sellers have better prices but you may lose the
difference in shipping and handling.

Previous standalone versions cost between $99 and $109 but I would check to
see what is the current list price. I personally don't know. you can
always go to Microsoft.com (office.microsoft.com especially) and search on
the term "how to buy." It should point you to the page for suites,
standalone versions, and prices.
