can you set a lockout at a specific time?

I would like for the computer to not be accessable after a certain time, or
specifically to block the use of the Internet connection (road runner) after
a certain time.

Is this something that I can manage to set up in Windows XP Home or am I
going to have to download some sort of security software?

You may want to evaluate our software ActiveExit XP, that lets you set
up a weekly schedule of the allowed/denied hours and force users out of
the compuer when the allowed hours end:
