can you scan pics in to make a cartoon?

I am trying to make a cartoon ,i already have pics scanned into comp. Can i use windows movie maker?
 
Sure, import the still images into MM2, set the default still image duration
to it's minimum of 1/8 second, put the images on the time, and save the
movie..

Then import the movie as a single clip and apply a 375% speedup effect to
have it play at 30 fps instead of 8. Download the special effect from the
Editing > Video > Reverse Effect page of www.papajohn.org
