Can you run a .Net App on Windows 95

I have a .NET windows application I created on 2000 but
all other users will be on Windows 95. An error appears
when I try to install "You must install the .NET Framework
on this machine." Is this true? Is there a work around?
What would I need to include in the build to allow the
application to be installed on a 95 machine. How can I
make this work?
